As of summer 2016, around 2,000 communities across England have taken up their new neighbourhood planning powers. There have been over 200 NPlan referendums, all of which have been successful, with an average ‘yes’ vote of 89%.
However, the examiner of the NPlan for the Oxfordshire village of Wantage recommended that their plan should not proceed to referendum.
Examining inspector John Parmiter said the NPlan, which did not allocate any land for housing development, did not meet the basic conditions prescribed by law. He said many of its policies were not supported by “robust, proportionate evidence” and the plan as a whole failed to promote sustainable development.
